What the inspector wrote
On 10/23/2025, Licensing Program Analyst (LPA) Rosie Breault conducted announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. An application was received for a single license childcare facility to provide care for 44 preschoolers age 2 \342\200\223 5 years of age.
LPA met with applicant Rhoda Morgan and together toured and measured the on-limits areas and classrooms located at the facility. The preschool children will utilize two classrooms noted as \342\200\234Preschool #1\342\200\235 and \342\200\234Preschool #2\342\200\235 and facility maintains a total of 5 sinks and 4 toilets.
LPA observed regulation postings placed in a prominent location, and facility will utilize BrightWheel app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area.
At the time of the inspection, LPA observed the classrooms to be clean, safe, sanitary and LPA advised must always remain in good condition to ensure the safety and well-being of children, employees, and visitors. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available to children.
LPA observed a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of mats for the requested number of children. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored locked in the kitchen.
Parents will provide lunch and filtered water available. LPA observed kitchen to be clean, free of rodents or pests and in good working order. LPA observed first aid kits, fire extinguisher last serviced on 9/15/2025 and carbon monoxide tested and functioning at the time of the inspection. Per applicant, no firearms or ammunition are present on property.
LPA observed two outdoor play yards, one for each classroom. Play areas provide ample shade, age-appropriate toys and equipment and structures, and soft material under structures to absorb falls. At the time of the inspection, LPA observed regulation height fencing to keep children in the play outdoor play area. Per applicant, no bodies of water are present on property.
Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Total preschool rooms measure 1,141.22 sq. ft. and
total outdoor play area measures 6,674.09 sq. ft which will not accommodate applicants\342\200\231 request for 44 preschoolers.
License pending
: All outdoor play areas to be cleaned, wiped down and removed of dirt and debris including sandbox. All outdoor play equipment that is broken or not used to be removed including changing table and potting soil. All twigs and gardening materials to be removed from exterior fencing and managerial approval.
