What the inspector wrote

On 10/30/2025, Licensing Program Analyst (LPA) Rosie Breault conducted announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. An application was received for a single license childcare facility to provide care for 50 preschoolers age 2 \342\200\223 5 years of age. LPA met with applicant Aruni Ganewatte and together toured and measured the on-limits areas and classrooms located at the facility. The facility is on the grounds of Miracle Center Church. The preschool children will utilize Building #2 and Building #3. Building #2 houses 1 classroom and 1 special activities room. Building #3 consists of 1 classroom. The facility has a total of 4 sinks and 5 toilets. LPA observed regulation postings placed in a prominent location, and facility will utilize BrightWheel app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. At the time of the inspection, LPA observed the classrooms to be clean, safe, sanitary and LPA advised must always remain in good condition to ensure the safety and well-being of children, employees, and visitors. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available to children. LPA observed a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of cots and mats for the requested number of children. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated and locked in the restroom. Parents will provide lunch; facility will provide snacks and filtered water available. LPA observed first aid kits, fire extinguisher purchased on 10/18/2024 and carbon testing and functioning at the time of the inspection. Per applicant, no firearms or ammunition are present on property. LPA observed one outdoor play yard. Due to a State licensed childcare facility currently operating on site, an outdoor play waiver may be required or alternative spacing. Per applicant, no bodies of water are present on property. LPA to return for additional corrections and measurements. Ventura City Fire Department cleared facility on 10/20/2025. Total licensed indoor capacity measures 1194.50 sq. ft. which will accommodate licensee\342\200\231s request for 50 children. Licensure pending: Updated LIC200A, cover sprinkler wire box, fix lighting fixture on the ceiling, set up activity room, install portable sink in Building #3 and second site inspection. An exit interview conducted with applicant Aruni Ganewatte, copy of report to be emailed. NOTICE OF SITE VISIT TO REMAIN POSTED IN A PROMINENT LOCATION FOR 30 DAYS.
