Inspector’s narrative

What the inspector wrote

Licensing Program Managers (LPM) Bettina Engelman and Licensing Program Analyst (LPA) Erwin Tjhia met with License, Patricia Barragan , for the purpose of an Informal Office Meeting. LPM Engelman defined the difference between a Non-Compliance and an Informal Meeting. LPM advised Ms. Barragan the purpose of today’s meeting is to help provider gain compliance. Today's informal meeting was to discuss the Type A citation issued on 04/08/2025 for personal right of a child, when child, who is allergic to beans, grabbed food containing beans from another child’s plate during lunch time, causing a severe allergic reaction. The Licensee stated that they have taken the following steps to maintain compliance: 1. Staff held a training regarding food allergies, responding to allergic reactions, food preparation, and supervision. 2. A written plan outlining the procedures they put in place and what was discussed during the staff training. LPA and LPM reviewed regulations on personal right. LPM and LPA reminded licensees of their responsibilities to provide healthful and comfortable accommodations, furnishings and equipment to meet children’s needs. LPM and LPA provided information regarding the Technical Support Program (TSP), which is a non-enforcement arm of the Community Care Licensing Division offering onsite support to licensees and providers. LPA discussed using the Department website (ccld.ca.gov) for child care updates, legislation, forms and regulation information. This report was reviewed by Licensee Patricia Barragan.
