What the inspector wrote
Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes and Licensing Program Analyst (LPA) Lauren Scott met with Licensee Representative (LR)/Director Heather Sleuter for the purpose of a change of location prelicensing inspection. LR requests an infant component for 12 infants ages 0-24 months and a preschool component for 18 preschool children ages two years to entry into kindergarten for a total capacity of 30. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted and received on 4/22/2025. The facility will be providing breakfast, lunch, snacks, and dinner. Facility will also provide formula and baby food for the infant program.
LPA reviewed with LR the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
LPA discussed the safe sleep regulations with LR and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed LR of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

INDOOR ACTIVITY SPACE:
There is one infant classroom, one preschool classroom, and six overnight rooms. LPA observed a sufficient amount of equipment, toys, tables, chairs, high chairs, cubbies, and napping cots. LPA observed six cribs located in the crib room. There is a first aid kit located in the classrooms. Medications will be stored in the Sick & Safe room. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. LR stated there are no poisons or firearms on the premises. LPA observed outside water fountains and and water pitchers inside for the children. LPA observed a functional dual smoke and carbon monoxide detector through out the building. LPA observed a paper sign-in/sign-out system.
LPA measured the infant classroom. The total classroom space contains a total of 606 square feet, which will accommodate LR's request for 12 infants. LPA observed three sinks for the infants within arm\342\200\231s reach of a changing table. LPA measured the preschool classroom. The total classroom space contains a total of 893 square feet, which will accommodate LR\342\200\231s request for 18 preschool children. LPA observed three sinks and three toilets in the preschool bathroom. LPA measured six additional rooms that designated for future overnight care. The total room spaces contain a total of 698 square feet. There are four separate private restrooms for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the Sick & Safe room and will use the staff restroom, if necessary.
OUTDOOR ACTIVITY SPACE:
There are two outdoor areas on the property, Infant Yard and Preschool Yard. The outdoor play area is located in the middle/center of the building. LPA observed a wrought iron fence separating the infant yard from the preschool yard. LPA observed a play structure on the infant yard which includes a safety label, which designates use for children 6 to 23 months old. There are no bodies of water on the premises. There are shaded areas supplied by canopies.

LPA measured the infant outdoor activity space. The outdoor play area contains a total of 1,320 square feet, which will accommodate LR\342\200\231s request for 12 infants. LPA measured the preschool outdoor activity space. The outdoor play area contains a total of 2,656 square feet, which will accommodate LR\342\200\231s request for 18 preschool children. LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with LR any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
LR was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
LR was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Written Directives for Lead Testing in Child Care Centers: Assembly Bill 2370, Chapter 676, Statutes of 2018, added Health and Safety Code section 1597.16 requiring all licensed Child Care Centers constructed before January 1, 2010, test their water for lead between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing. For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

LPA observed no corrections. LR has requested that the change of location be approved effective 6/2/2025.
