Inspector’s narrative

What the inspector wrote

On 3/03/26 at 9:31am Licensing Program Analyst (LPA), Tammy Dutra conducted a case management facility inspection and met with licensee Victoria Raya. This inspection was in response to an application for a change of location that was received by the Department 2/2/26. The fire clearance was granted on 2/5/26. The LPA toured the facility's indoor and outdoor areas. The home is a four bedroom and two bath single story home. The following areas will be off limits to children: laundry room, garage and the master closet. These areas have been made inaccessible by means of door knob cover, gates, and locks. Cleaning agents are locked in the kitchen under the sink. No poisons were present upon inspection. LPA advised any poisons present in the home be locked in an off limit area. The home is equipped with a working smoke detector and fire extinguisher rated at least 2-A-10-BC. The children will use the backyard as the outdoor play area. The backyard is completely fenced. There is no pool, spa, pond, fountain, or any other body of water on the premises. The LPA reviewed the ratio's for a large license and the licensee acknowledged she understood the ratio requirements. Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). The LPA also reviewed the Safe Sleep requirements with provider and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. On this date, 2/4/26, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee has current pediatric CPR/First Aid certification which expires 2/21/28. Licensee has current mandated reporter certificate which expires 1/19/28. Licensee has met all requirements to grant a change of location. LPA will process this location change and mail an updated license to reflect this change of location effective today 3/3/26. An exit interview was conducted and report was reviewed with licensee, Victoria Raya. Notice of Site visit was provided and shall remain posted for 30 days.
