From the field

What providers tell us about this citation

Based on community experience, not official guidance.

89 California RCFEs were cited for incomplete administrator certification records. LPAs verify your administrator's credentials on every visit, so keep the original certificate and recertification documents in a clearly labeled file at the facility. A lapsed certification puts your entire license at risk.

FAQ

Frequently asked questions

Answers based on public CCLD data and regulation text. May not reflect recent changes.

What are administrator certification record requirements?
Title 22, Section 87412(d) requires RCFE licensees to keep documentation showing their administrator has met all certification requirements under Section 87406 or recertification requirements under Section 87407. This proves the person running daily operations is properly qualified to care for residents and manage the community.
How common is this violation in California assisted living?
According to CCLD inspection records, 89 California RCFEs were cited for missing or incomplete administrator certification records. This is a Type B violation, indicating potential risk if not corrected. Citations appeared across 18 counties, led by Los Angeles (23), Riverside (11), and Orange (10).
What happens if an RCFE is cited for missing administrator certification records?
Your community receives a Type B citation and must produce the missing documentation within the correction period. CCLD tracks these citations, and repeated failures raise concerns about your facility's administrative oversight. Type B citations carry civil penalties, though lower than Type A violations.
How do I fix or prevent an administrator certification citation?
File a copy of the administrator's original certification, recertification certificates, and continuing education records at the facility. Set calendar reminders 90 days before the recertification deadline. Track continuing education hours as they are completed so nothing is left to the last minute.
Does an administrator certification violation affect my RCFE license?
Yes. CCLD considers an uncertified or undocumented administrator a serious compliance gap. Repeated citations can lead to conditions on your license or a requirement to replace the administrator. Licensing Program Analysts verify certification status during every annual inspection.
