What the inspector wrote

Licensing Program Analyst (LPA) Luis De Leon conducted the required annual inspection. LPA arrived unannounced and met with Administrator Sang Heng who allowed the access to facility. The purpose for the visit was explained. The facility is licensed for adults sixty (60) years and over. Six (6) Residents may be non-ambulatory, of which one (1) may be bedridden. Facility is approved for three (3) hospice residents. Currently, the facility houses NO residents. LPA use the Compliance & Regulatory Enforcement Tool (CARE) during today’s inspection. The observations were made during the tour of the facility: Ms. Heng informed LPA that there are currently no residents residing in Little Villa and informed LPA that facility is currently going through a remodeling. The facility has three (3) bedrooms, two bathrooms, kitchen, living room, outdoor swimming pool, and dining room. LPA toured the house and did not observe any residents living in the facility. LPA observed throughout facility interior boxes containing building material for the remodeling taking place. The water was turned off during the remodeling, but it has power turned on. The facility exterior has a lot of debris around facility and yard has not been trimmed. LPA advised Administrator to inform CCLD of ongoing construction project. In addition, LPA inform administrator that annual fees are overdue as of 4/10/25. There was no review of staff records and resident records since the facility is not in operation. Deficiencies were noted and discussed with Administrator. Deficiencies cited under California Code of Regulations, Title 22, Division 6, Chapter 8 and Health and Safety Code, Title 22, Division 6, Chapter 03.2. Exit interview was conducted, Appeals Rights discussed, and a copy of the report was given to the Administrator Sang Heng.
