Based on LPA observation, the licensee did not comply with the section cited above as LPA observed insulin medications stored in the fridge and not secured in a locked box which poses/posed a potential health, safety or personal rights risk to persons in care.

Handle syringes and needles under bloodborne pathogen rules

Based on LPA observations and staff statements, the licensee did not comply with the section cited above as facility staff were disposing of used syringes in an exterior garbage receptacle and not an appropriate container which poses/posed a potential health, safety or personal rights risk to persons in care.

Care and supervision as defined by statute and rules

87464 (f)(1)Basic services care and supervision as defined in Section 87101(c)(3) and Health and Safety Code section 1569.2(c). This requirement is not met based on The department's findings. The facility failed to prevent resident from developing pressure injuries due to staff not turning resident as needed. This posed an immediate health and safety risk to R1.

87202(a) Fire Clearance. All facilities shall maintain a fire clearance. Prior to accepting persons over 65 years of age and/or non ambulatory persons the licensee shall notify the licensing agency and obtain an appropriate fire clearance. LPA observed that R1 is bedridden. This is evidenced by observation. LPA observed that R1 is bedridden.This poses an immediate risk to resident in care.
