Assist residents with self-administered medication

Incidental Medical and Dental Care (a) A plan for incidental medical... care shall be developed by each facility. The plan shall... provide for assistance in obtaining such care, by compliance with the following: (4)The licensee shall assist residents with self-administered medications as needed. This requirement was not met as evidenced by: Based on interviews and record review, the licensee did not dispense medications as prescribed delaying the administration of time sensitive medication with specific hours of administration scheduled by the resident's

Based on interview and record review, the licensee did not comply with the section cited above when they could not provide documentation of annual medication training for any of their medication technicians which poses a potential health, safety or personal rights risk to persons in care.

Record centrally stored prescriptions and refill data

Based on observation, interview, and record review, the licensee did not comply with the section cited above when a total of 11 medications were found not documented on the facility Centrally Stored Medication Records of the five resident files reviewed which poses a potential health, safety or personal rights risk to persons in care.

(a) Each licensee shall furnish to the licensing agency such reports...:(1)...(A)Death of any resident from any cause regardless of where the death occurred,...This requirement was not met as evidneced by: Based on record review the Licensee did not comply with the regulation above, CCL did not receive a death report for R1 which poses a potential Health, safety and personal rights risk to reisdents in care.

(a) Each licensee shall furnish to the licensing agency such reports...:(1)...(B)Any serious injury as determined by the attending physician and occurring while the resident is under facility supervision. This requirment was not met as evidenced by: Based on record review the Licensee did not comply with the regulation above, the facility did not report R1's falls on an incident report to CCL and did not report the first fall timely to R1's family which poses a potential health, safety and personal rights risk to residents in care.

Provide assistance for residents medical needs

(2) The licensee shall provide assistance in meeting necessary medical and dental needs. This includes transportation which may be limited to the nearest available medical or dental facility which will meet the resident's need... This requirement was not met as evidenced by: Based on records review and interviews the Licensee did not comply with the regulation above, Staff did not seek medical attnetion for R1's fall which posses a potential Health, saefty and personal rights risk to residents in care.

1569.269(a)(6) Enumerated rights; severability. (a)Residents of residential care facilities for the elderly shall have all of the following rights: (6) To care, supervision, and services that meet their individual needs and are delivered by staff that are sufficient in numbers, qualifications, and competency to meet their needs. Based on interview and record review, the licensee did not comply with the section cited above as residents were not administered their medications as prescribed which poses a potential health and personal rights risk to persons in care.

Personal rights of residents in all facilities

87468.1 Personal Rights of Residents in All Facilities...To be accorded safe, healthful and comfortable accommodations, furnishings and equipment. This requirement was not met as evidenced by: Based on credible witness observation, the licensee did not ensure staff were wearing face masks in the facility, which poses an immediate health, safety and personal rights risk to residents in care.
