FAQ

Frequently asked questions

Answers based on public CCLD data and regulation text. May not reflect recent changes.

What is a bedding standards violation in California assisted living?
Title 22, Section 87307(a)(3)(A) requires every RCFE resident to have a proper bed with functional springs, a clean mattress, pillows, and warm bedding. All mattress and pillow fillings must be flame retardant. A violation occurs when any of these elements are missing, damaged, or non-compliant. This regulation protects residents from discomfort, hygiene risks, and fire hazards in their living space.
How common are bedding standard violations in California assisted living?
According to California CCLD inspection records, 25 RCFEs were cited for bedding deficiencies. These are classified as Type B violations, indicating a potential risk to residents if not corrected. Citations appeared across 11 counties, with Los Angeles, Ventura, Orange, and Fresno accounting for the most. Inspectors check resident rooms during every visit, making this a regularly encountered deficiency.
What happens if an RCFE is cited for a bedding standards violation?
Your facility must submit a plan of correction to CCLD addressing the specific deficiency found by the Licensing Program Analyst. This typically involves replacing a mattress, providing missing bedding, or installing flame-retardant materials. Type B citations carry civil penalties, though lower than Type A violations. You must correct the issue promptly, and CCLD may conduct a follow-up visit to verify compliance.
How do I fix or prevent a bedding standards violation?
Inspect every resident bed on a monthly basis using a checklist that covers mattress condition, springs, pillows, blankets, and flame-retardant labels. Replace any worn or torn items immediately and keep spare bedding in stock. When a new resident moves in, verify the entire bed setup meets Section 87307(a)(3)(A) before they occupy the room. Document each inspection so you can show LPAs your compliance history.
Does a bedding violation affect my RCFE license?
A single Type B bedding citation will not result in license revocation. CCLD does track patterns of noncompliance, and repeated deficiencies across inspections can trigger increased monitoring or provisional licensing. If a bedding issue directly harms a resident, such as a fire involving non-flame-retardant materials, the violation could be elevated to a Type A citation with more serious licensing consequences.
