What the inspector wrote

On August 30, 2023 at 9:25AM Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an unannounced Required-1 Year inspection, and met with Director Maggie Baltazar. There were 168 children (6 in the toddler component and 162 preschoolers) and 21 fingerprint cleared staff members present during the inspection. This facility has a toddler option between the ages of 18 months to 30 months in the Daisy classroom. The facility is in ratio at the time of inspection. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 5:30pm. The facility uses an system called Procare for sign in and sign out at the front desk along with a fingerprint scanner for security. All ten classrooms were in use for the inspection (Lily, Lotus, Magnolia, Orchid, Rose, Daffodil, Lavender, Tulip, Daisy, and Jasmine). There are adequate play and learning materials available. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. All napping equipment is labeled with the child's name. The sheets and blankets are stored in each child's cubby. During todays inspection all toxins,medication, and hazardous material are inaccessible to children. The isolation area for sick children is the front office on the right of the reception desk. The center has smoke detectors, carbon monoxides, working telephones, and fire extinguishers around the entire facility. All storage containers for solid waste have tight fitting covers. There are no pools or other bodies of water at the facility during inspection. This facility provides lunch as well as AM and PM snack with a vegetarian option for the children. There are weekly menus posted at the facility. Menus are rotated every week. Continued 809-C LPA Jackson observed the outdoor play area. The facility has three play yards. They are all separated by fencing. There are multiple play structures that have cushioning to absorb falls and that are anchored for stability. There is a shaded area provided for the children. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA reviewed 11 children's files and 11 staff files. All staff files reviewed are complete. LPA verified both opening and closing staff have current CPR/First aid training. LPA reviewed the facility roster and obtained a copy. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 08/25/2023. All required documents are posted in a public accessible area. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1- CCP ). Continued 809-C LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
