What the inspector wrote
Today, March 5, 2026 at 11:42AM, Licensing Program Analyst (LPA), Paulita De La Cruz met with the licensee, Sabrina Spears, for the purpose of conducting an unannounced Required - 3 Year inspection. There were no children present during this visit, all were in school. The licensee is the only adult living in the home. The facility operates Monday thru Sunday, 5:00AM - 9:00PM. There is no overnight care being provided.
A health and safety tour of the home was conducted inside and outside. This is a one-level home with 3 bedrooms, 2 bathrooms, living room, dining room, laundry area, kitchen, front and a backyard. The master bedroom is used as an isolation area for sick children, as needed. There are age appropriate equipment and toys/materials available for children inside and outside. The home is equipped with a 3A40BC fire extinguisher and a functioning smoke and carbon monoxide detectors. There are no firearms in the home, per the licensee. There are no bodies of water present inside and outside of the home. The backyard play area is fenced in all around. The licensee has current pediatric CPR/First Aid valid until 1/17/27. The home has central heating and the vents are located on the ceiling. The fireplace in the living room is screened.
On-limit-areas include:
1 bedroom, the living room, dining room, kitchen, backyard, and hallway bathroom. There are no hazardous cleaning chemicals and/or objects accessible to the children in the on-limit areas.
Off-limit-areas include:
The front yard, the master and one (1) other bedroom, and the shed located in the backyard. Child safety gates/latches and/or adult supervision is utilized to keep children from accessing the areas.
An emergency drill is being conducted and a log is being maintained. A facility roster is also being maintained. All licensing required documents are posted and readily available for public review. Children's records were reviewed and all files were found to be complete.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at:

as an additional resource. LPA also informed applicant of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 3/5/2026, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law.
No registered sex offenders were found at the facility address.
Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
The was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
