What the inspector wrote

On September 14th, 2023 at approximately 10:50AM, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Required-1 Year inspection, and met with Lead Teacher Maria Glidewell . Present today were seventeen (17) preschool children (AM Program) and four (4) fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:30am to 3:30pm. CLASSROOMS: This is a TITLE V facility. Program has two (2) classrooms and is located on the campus of RIX Glanker Early Learning Center in Building B / Rooms 103-CR and 104-CR. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area will be the library areas of each classroom, away from other children in care. The center has smoke/carbon monoxide detectors, working telephone, and fully charged 3A40BC fire extinguishers in each classroom. At least one person trained in CPR/First aid is present at the facility when children are in care. BATHROOMS: The staff's bathroom is separate from the children's bathroom, and located in the main office. Bathrooms are sanitary and in good condition. All sinks, toilets and faucets were tested and are in safe/sanitary operating condition. FOOD SERVICE AREAS: This facility provides snack only to children in care. There is a food prep area that is neat and orderly. Food is provided by FUSD Food Nutrition Program. There are weekly snack menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair Facility has a refrigerators in both classrooms which is clean and free of evidence of rodents, vermin or insects. See LIC809-C for continuance OUTDOOR PLAY AREAS: There's a play structure with canopy that has three (3) slides and foam cushioning underneath to absorb falls and is anchored for stability. There is a canopy picnic area with two (2) table/bench combo that provides shade to children while at play. There are no pools, hot tubs or other accessible bodies of water present at the facility. Per Lead Teacher there are no weapons or firearms present at the facility. RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Ten (10) children's files and five (5) staff files were reviewed. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. Lead teachers for both AM/PM sessions carry CDEV/ECE Site Supervisor permits which are current. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed and are up to date for all staff. The center is in compliance with the sign in and out procedure via Learning Genie. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 8/23/2023. All required documents are posted in a public accessible area. This facility provides Incidental Medical Services \342\200\223 IMS / AM Session only. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. See LIC 809C for continuance . Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . PIN 22-05-CCP . A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Maria Glidewell.
