What the inspector wrote

On November 7th, 2024 at approximately 10:15AM, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual/Random inspection, and met with Lead Teacher Maria Glidewell. LPA arrived at the facility at the beginning of a fire drill being conducted which delayed the LPA getting into the facility and classrooms. LPA waited outside the gate until the all clear was given by the school administrator. Present during the inspection were seventeen (17) preschool children in the AM Program and five (5) fingerprint cleared staff members present during the inspection which includes 2 inclusion specialist for children in care. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:30am to 3:30pm for the entire program. CLASSROOMS: This is a TITLE V facility and the program has two (2) classroom for both AM/PM Sessions and is located on the campus of RIX Glanker Early Learning Center in Building B, Rooms B103 and B104. There are adequate play and learning materials available in each classroom. The floors, furniture, and equipment are age appropriate and in good repair, free of visual damage and hazards. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Center Director confirmed there are no pools, hot tubs, or any bodies of water present at the facility. The isolation area is the library areas in each classroom, away from other children in care. The center has smoke/carbon monoxide detectors, working telephone, and fully charged 3A40BC fire extinguishers in each classroom. At least one person trained in CPR/First aid is present at the facility when children are in care. BATHROOMS: The staff's bathroom is separate from the children's bathroom, and located in the main office. Bathrooms are sanitary, good condition and easily accessible to all children in care. All sinks, toilets and faucets were tested and are in safe/sanitary operating condition. There are supplies, soap and paper towels available to children in care. See LIC809-C for continuance FOOD SERVICE AREAS: Facility provides snacks only to children in care for both AM and PM sessions. There is a food prep area that is neat and orderly as observed by the LPA. Food is provided by FUSD Food Nutrition Program. There are weekly snack menus posted for accessible viewing at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. Facility has a refrigerators in both classrooms which is clean and free of evidence of rodents, vermin or insects. OUTDOOR PLAY AREAS: There's a play structure with canopies that provide shade and has three (3) slides with foam cushioning underneath to absorb falls and is anchored for stability. There is a picnic area with a canopy that has two (2) table/bench combo that provides shade to children while at play. LPA observed no visual damage or hazards to the play structures or yard area. RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and three (3) staff files were reviewed. Inclusion staff have records on file at the Fremont Unified School District Main office in the Human Resources department. Lead teacher verified that Inclusion staff have valid and eligible fingerprint clearances as conducted by FUSD. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. Lead teacher for the AM session carry ECE Site Supervisor permit which is current and expires on 6/1/2028. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR/First Aid certificates were reviewed and are up to date for all staff. The center is in compliance with the sign in and out procedure via Learning Genie. Disaster drills are being conducted at least once every 6 months and the last one conducted upon LPA arrival to the facility on 11/7/2024. All required documents are posted in a public accessible area upon entry to the classrooms. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . PIN 22-05-CCP. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Maria Glidewell.
