What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Pallavi Parvataraju for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Director. In addition to the Director and three (3) teachers, 13 children were present during the inspection. The program operates Monday through Friday, from 7:00 AM to 6:00 PM. The facility is licensed to operate in Rooms 101 through 106. Currently, the facility utilizes only Rooms 104, 105, and 106.The building has a second floor that includes a large conference room, the Director’s office, and a hallway. The Director understands that no children are permitted on the second floor. The facility was inspected both indoors and outdoors for health and safety hazards. The following observations were made: The facility has a functioning carbon monoxide detector, smoke alarm, a fully charged fire extinguisher, and a working telephone. During today’s inspection, LPA did not observe any bodies of water. The Director confirmed that there are no firearms on the premises. All furniture was observed to be in good repair, and the center has age-appropriate toys and equipment. The program provides lunch and snacks to the children in care. LPA reviewed food storage and observed that all food is stored in its original packaging. All required postings were observed to be posted. Each child has a separate storage cubby labeled with their name. Each child also has a separate cot labeled with their name. Per the Director, bedding is sent home every Friday to be washed and returned on Monday. According to the disaster drill log, the last emergency drill was conducted on 12/04/2025 and was properly documented. The facility utilizes BK Connect for children’s sign-in and sign-out. LPA observed staff utilizing walkie-talkies to communicate and assist children as needed. The children’s bathrooms are located across the hallway, and the staff bathroom is located near the entryway. The bathrooms were observed to be safe, sanitary, and free of hazardous items. Drinking water is readily available through water bottles brought from home, and the center refills the bottles as needed. LPA reviewed medication storage and observed that all medications are current and stored in the classroom on a shelf made inaccessible to children. The facility roster was reviewed, and a copy was obtained. A review of staff files indicated that the opening and closing staff have current CPR and First Aid certifications on file. Children’s files were reviewed and found to be complete. Criminal Record Clearance - Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Lead Testing – CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
