What the inspector wrote

On April 14,2026 Regional Manager, Loretta Dyson, Licensing Program Manager, Wynn Norona, and Licensing Program Analyst, Jyoti Saini met with Senior Director Angelina Bowers and CO Sangeet Karamchandani for an office meeting at the Oakland South Child Care Regional Office. The purpose of the meeting is to discuss deficiencies that have been cited at the facility within the last year, and to deliver the Enhanced Civil Penalty (ECP) related to the incident reported on April 16, 2025. Based on interviews, record reviews, physician interviews, video surveillance analysis, and staff interviews completed during the investigation conducted by the Investigations Bureau (IB), it was determined that the facility did not provide adequate supervision on April 15, 2025. A Type A deficiency was cited for the allegation that staff did not provide adequate supervision for children in care, including the child who experienced a medical emergency during naptime. An Enhanced Civil Penalty (ECP) in the amount of $10,000 is being assessed due to the issuance of a violation determined to have resulted in the death of a child. This amount was determined from the California Health and safety Code Section 1596.99(e)(2). Appeal rights were provided to the facility during the office visit. An exit interview was conducted, and the report was reviewed Senior Director Angelina Bowers and CO Sangeet Karamchandani.
