What the inspector wrote

Licensing Program Analysts (LPA's) Kassandra Medrano and Diana Campos conducted a case management inspection with Director, Tamila Jackson and Licensee, Claire Ibrahim. The purpose of the inspection was to evaluate the proposed addition of room and outdoor usage and an increase in the facility’s licensed capacity. LPA's Medrano and Campos explained the nature and scope of the inspection to the representatives. The facility can be found on the campus of the East Bay Child Development Center. A comprehensive tour of both the indoor and outdoor areas of the facility was conducted with the facility representatives. The facility operates Monday through Friday, from 8:00 AM to 5:30 PM. The facility is requesting an increase in capacity from 30 to 40 preschool and toddler age children, utilizing Rooms through Toddler Class, Preschool Class, and newly added Sunshine room. The sunshine room is located in the "central therapy space" where an early intervention program also operates in classrooms within the space. The facility has also added a new "Friendship Garden. The program will have exclusive and full access to the outdoor play yard. Indoor and Outdoor Space Measurements: Measurements were previously taken by LPA Otsuji on August 31, 2023: · Total Indoor Space: 1,157.76 square feet ÷ 35 sq. ft. per child = capacity for 33 children · Total Outdoor Space: 2,053.57 square feet ÷ 75 sq. ft. per child = capacity for 27 children Measurements were taken today by LPA Campos and Medrano: · Total Indoor Space In Sunshine Classroom: 327.13 square feet ÷ 35 sq. ft. per child = 9 children · Total Outdoor Space Friendship Garden: 701.1 square feet ÷ 75 sq. ft. per child = 9 children Report continued on Page 2... A fire clearance for the requested capacity of 40 children was granted by the Alameda County Fire Department on September 4, 2025. Although the facility has sufficient indoor space for 40 children, the outdoor space came out to 36 children. Therefore an outdoor space waiver is needed. The facility representatives were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with the facility representatives and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the facility representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The facility representative were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the Licensee, Claire. LPA's advised the staff that a license for 40 preschool/ toddler age children in Rooms 7,8, and sunshine will be recommended for approval once the following corrections are made: 1. Approved outdoor waiver- facility must submit written request with schedules to ensure no commingling with early intervention programs. 2. Modify barrier/dividers in Sunshine Classroom 3. Ensure licensing fee's are current No deficiencies issued during today's inspection. Notice of site visit given and must remain posted for 30 days.
