What the inspector wrote

On 09/23/25, Licensing Program Analyst (LPA) Elizabeth Santiago met with Licensee, Susan Hespeller for the purpose of an unannounced annual inspection. There were six children present at the start of inspection. Licensee's husband/assistant was also present during the inspection. During the inspection, 2 more children arrived to the facility. Licensee's operating hours are Monday through Friday from 6:00 AM. to 6:00 PM. LPA verified the annual fees are current. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A health and safety inspection were conducted in all areas accessible to children. Off-limits areas include all the bedrooms of the home, laundry room, and garage. LPA observed the required postings and a working phone. 3A40BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed play room area with age appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated there are no weapons in the home. Outdoor play space is fenced. There are no windows or doors that provide direct access into the pool area. LPA also observed a label US Coast Guard life ring, a rescue pole with a body hook and minimum fixes length of 12 ft and discussed ASTM International Standard F2208 pool alarm. LPA observed a daily inspection log of Licensee's drowning prevention safety features and safety equipment. Children's files were reviewed. Emergency information and required immunization records were on file. LPA discussed to maintain a current roster and observed documentation that a fire drill is conducted at least once every six months. Licensee's immunization records are available in the facility file. LPA discussed the requirement of a current EMSA pediatric CPR and First Aid certification and Child Care Provider Mandated Reporter certification. Licensee does not carry liability insurance; Liability insurance waiver was observed in children\342\200\231s files. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes. LPA discussed copies of LIC 9227 Individual Sleeping Plan for infants under 12 months. During the exit interview, Licensee confirmed that there are no registered sex offenders (RSO) living in the facility and LPA completed the RSO profile in the Field Automation System. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal rights were appeals.
