Inspector’s narrative

What the inspector wrote

On 8/25/25 LPA Laird conducted interviews with three children (C1-C3). All children interviewed stated they were made to sit on timeout for 15-30 minutes. Two children interviewed stated they had to face the wall while on timeout. All children interviewed stated S1 was the teacher who made them sit on time out for a long time and who made them face the wall. On 11/18/25 LPA Laird conducted interviews with two staff (S2-S3). Of the staff interviewed, one staff stated S1's discipline towards some of the children was "out of line". One staff interviewed stated S1 seemed to target certain children. On 9/18/25, 11/18/25, and 12/5/25 LPA Laird conducted an inspection of the facility. LPA Laird observed staff interacting with children in a positive manner. Based on children and staff interviews, LPA Laird determined there is sufficient evidence to suggest the allegations have merit. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. LPA Erica Laird informed director that this report dated 12/5/25 documents 1 Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA Erica Laird informed director Elizabeth Givens to provide a copy of this licensing report dated 12/5/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the facility director, Elizabeth Givens . Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
