What the inspector wrote

On 4/22/26 LPA Laird conducted interviews with 4 parents (P1-P4). One parent interviewed stated they have heard staff yell at children. One parent interviewed stated their child does not like going to daycare and says S1 is rude but they have never observed staff yelling at children in care. Two parents stated they have never witnessed staff yelling at children in care. On 4/10/26 LPA Laird conducted interviews with 5 children (C1-C5). All children interviewed stated S1 does not yell at children. Two children interviewed stated S1 will raise their voice if kids aren't listening, but it's like a teacher, not to be mean. On 4/10/26 LPA Laird conducted interviews with 3 staff (S1-S3). All staff denied the allegation stating staff do not yell at children in care. S1 stated there was a day when they raised their voice because some of the children were not listening and they had been told the same thing several times. S1 stated they did not yell at the children, but they did raise their voice. Two staff stated they have never heard staff yell at children in care and they have never heard S1 yell at children in care. All staff stated sometimes they have to raise their voices to get children's attention, but not to be mean or intimidate the kids. Based on interviews conducted LPA Laird determined there is insufficient evidence at this time to prove the allegation occurred. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. Exit interview conducted and report was reviewed with acting director, Pengshang "Emma" Ouyang . Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
