What the inspector wrote
A prelicensing inspection was conducted today by Licensing Program Analyst (LPA), J. Snow. LPA met with facility representatives Shannon Sivadon & Erica Metzen to process a change of ownership (from current ownership LIC45408394, Babble and Bloom). Applicant is requesting to be licensed for a total capacity of #84 children as follows; #22 infants, age 0-24 months & #62 preschoolers , age 2-6 years. Hours of operation will be Monday -Friday, 7am to 6pm. Amelia Baker will be the director. The facility uses the entire building.
The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: kitchen. These areas have been made inaccessible by means of child latch. There is a full kitchen to prepare meals. There is an infant nap room with 6 cribs & the preschool will nap in their classrooms. The isolation area for sick children will be located in the office. The changing table is located in the infant bathroom.
The outdoor play areas are fully fenced. There are several play structure in the preschool yard for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The poisons are pad locked under the kitchen sink. There is safe and age appropriate furniture, toys, and play equipment available for children.
A capacity worksheet was completed during the visit. The inside, room square footage measured 2,945 ft. Children have access to at least 7 toilets & sinks. The outside, yard square footage measured 6,882 ft. continued
Based on above, sufficient for the requested capacity inside. The infant space was not sufficient requiring a yard waiver.
The following items are due within 30 days & need to be completed prior to the granting the license:
1. Waiver approval for infant yard space \342\200\223 send letter- guidelines provided today.
2. Updated fire clearance
3. Copy of signed lease
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Criminal Record Clearance - Child Care Centers:
Shannon Sivadon & Erica Metzen was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

MyChildCarePlan.org--Child Care Centers and Family Child Care Home:
Shannon Sivadon & Erica Metzen was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
