What the inspector wrote
A prelicensing inspection was conducted today by Licensing Program Analyst (LPA), J. Snow. LPA met with facility representative, Shannon Hall. Applicant is requesting to be licensed for 20 preschool children, age 2-6 years in building #4, room #106. Hours of operation will be Monday -Friday, 7:30am to 5:30pm. The facility is located in an apartment complex, Building 4, room#106.
The indoor and outdoor activity spaces were toured, and the facility sketch was verified. No areas will be off limits to children. There is a small fridge & dishwasher; meals brought from home, snacks provided. Children will nap on mats in the classroom. The isolation area for sick children will be located in the office. The changing table is located in the bathroom.
The outdoor play area is fully fenced. There is a small play structure for children to play on and adequate cushioning underneath. There is a pool on the premises, in a community area wit a 5 ft non climbable fence requiring a key card entry. Preschool children do not plan to access the pool during daycare & the applicant is aware of the additional requirements for water safety training & additional staffing for water play.
A capacity worksheet was completed during the visit. The inside, room square footage measured 648. Children have access to at least 2 toilets & sinks. The outside, yard square footage measured 1,565.
Based on above, sufficient for the requested capacity.

LPA reviewed with the facility representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
The following items need to be completed within 30 days & prior to the granting the license for 18 preschool children, age
1. Every document needs to be resubmitted with all address including building #4, room #106
2. Updated fire clearance
3. Director documents - orientation for record keeping & Preventive Health & Safety class.
4. Lease, update the address.
Lead Testing - Child Care Centers:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Criminal Record Clearance - Child Care Centers:
The facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
APPLICANT WILL WAIT UNTIL FACILITY OPENS TO DETERMINE IMS NEEDS:

The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
