What the inspector wrote

On 04/03/2026 at 9:40 AM, Licensing Program Analysts (LPAs) Christina Watts and Mone Flores conducted an Unannounced Subsequent Complaint Investigation at Kindercare Learning Center #1039. LPA met with Director, Selene Acosta and explained purpose of investigation. During today's inspection, there were 32 preschool children in care with 7 staff in 4 classrooms. Director stated there are 57 preschool children enrolled. Finding for the above allegation was delivered during the inspection. Complainant alleges that Staff does not provide adequate supervision. During the course of the investigation, LPA inspected the facility, reviewed records and conducted interviews. It was determined that staff has been on their phones and not adeduately supervising daycare children. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page. Exit interview was conducted with Director, Selene Acosta. Appeal rights were provided. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECTIVE DAYS.
