What the inspector wrote

On 04/17/2026 Licensing Program Analyst (LPA) D. Santiago arrived at Bright Stars Learning Center to conduct an unannounced required inspection. The facility has changed ownership and is going by the name Newberry Learning Center Preschool. LPA met with designated facility director Korina Flores, new owner Nargis Safi was also onsite. This is a preschool age program, licensed for 37 children which operates Monday – Friday from 6:30 AM – 6:30 PM. There were 23 children present today with 3 staff members on site and Per the director there are 33 children enrolled. The physical plant was inspected. Indoor space: Facility operates in one large room with a division to separate into two (2) classrooms. LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor spaces were inspected to ensure that the floors have a surface that is safe and clean. All toilets (3) and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time,for isolation area child will at the table or on a mat in the classroom. Outdoor space: The outdoor space was found to be fully fenced and secure. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around and/or under climbing equipment have cushioning material to absorb a fall. LPA did not observe any bodies of water during this visit. Director states there are no weapons or firearms on the premises. The facility does not provide lunch. The facility provides snacks and has menus posted for families. There is drinking water available in all indoor classrooms and individual water bottles are taken outdoors. Report continues on 809c, page 2----------------- Page 2------------------------- Sign in and out procedures were reviewed. Staff Records and children files were reviewed. Criminal Records Clearance for adults and verification of CPR/First Aid and Mandated Reporter Trainings were reviewed. Last disaster drill was conducted 3/31/2026. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies. For IMS information see PIN 22-02-CCP. Facility was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility was observed to be in compliance with teacher to children ratio requirement during LPA inspection. The classrooms, restrooms, food storage areas and spaces accessible to children were inspected. Disinfectants, cleaning solutions, poisons and other items that are dangerous to the health and safety of children were stored in places inaccessible to them. Storage areas for poisons were locked and medications were kept in a safe place inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeal rights were given, and report was reviewed with the Authorized Facility Representative: Director Korina Flores.
