What the inspector wrote

On 5/15/2025 at 9:15AM, Licensing Program Analyst (LPAs) Kareeca “Reeca” Sykes and Dana Santiago met with Licensee Minerva Landon for an Unannounced Annual/Random Inspection at the Large Family Child Care Home. Present during the inspection were licensee, licensee's adult son who is fingerprint cleared, 2 preschoolers in care, and licensee's adult tenant: Ella McFadden who was not fingerprint cleared. Residing in the home are licensee, licensee's son, and licensee's tenant. Licensee stated they have eight (8) children enrolled. Licensee’s home was toured for a health and safety inspection. The facility operates 7AM – 5PM Monday - Friday. The home is a two (2) story home that consists of three (3) bedrooms, two (2) bathrooms, kitchen, dining room, living room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPAs observed the following precautions accessible cabinets and drawers in the kitchen and bathroom have safety latches and the wood burning fire place in the living room area is blocked off and made inaccessible to children in care. Licensee also informed LPA's that they do not use the fireplace. Licensee stated there are no firearms in the home and 2 pets (1 small dog, 1 medium dog) in the home. LPA did not observe a body of water in or around home. ON LIMITS AREA: The living room, which is the main area of the day care, the bathroom, and the kitchen area OFF LIMITS AREA: The entire upstairs including: Bedroom 1 (Master Bedroom) , Bedroom 2, Bedroom 3 (downstairs), and Bathroom 2, the garage, and the backyard Cont on Page 2----------- Page 2---- ISOLATION AREA: The dining area away from children in care The home has a fully charged 2A10BC fire extinguisher, a working duel smoke/carbon monoxide detector and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year last drill was January 2025. Licensee has CPR and First Aid certificate is current and expires on 4/27/26 . The Licensee was reminded of the responsibility as a mandated reporter . LPA reviewed five children’s files and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the licensee Minerva Landon, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. T he following was discussed: · Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Failure to obtain a criminal record background check clearance prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. · Mandated reporter training is to be renewed every 2 years. - Fire and disaster drill are to be completed and documented every 6 months. The deficiencies listed on the following pages were observed by the LPAs and are being cited in accordance with California Code of Regulations Title 22 and/or the Health and Safety Code. Please see attached LIC 809D. Deficiencies that are being cited need to be cleared to protect the children’s health & safety. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Minerva Landon Report and Appeal rights were given to Licensee Minerva Landon.
