What the inspector wrote

On 5/20/2026 at 8:20am Licensing Program Analyst (LPA) Morgan Pringle met with director Stella Wo Cabacungan to deliver findings for a complaint that was recieved alleging staff were verbally abusive to children. Present during LPAs visit were six (6) preschool age children and one (1) additional staff member. Through the investigation documents were collected and interviews were conducted. Through interview it was stated that the two staff members were observed yelling at children in ways that made the children scared and were spoken to in harsh tones. Interviews also concluded a child was made to feel embarrased when they had an accident. Based on interviews and additional information obtained, LPA determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22 is being cited on the attached LIC 9099D. Failure to submit Proof of Corrections (POC) by Plan of Correction date may result in civil penalties. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Stella Wo Cabacungan.
