What the inspector wrote

Licensing Program Analyst Tasha Alexander met with licensees Bridget Elliott and Brittany Elliott for an unannounced 1 YEAR/REQUIRED inspection . Present for today's inspection are both licensees, Licensee's Mother Mercia Brown, and 16 children in care, consisting of 3 infants, 9 preschoolers and 4 school age. Today licensee Bridget Elliot says 2 of the school age children are helpers for the summer. Both helpers are under 14 years old. 2 of the children were picked up during today's inspection (1 infant and 1 preschooler). LPA toured the facility and backyard for a health and safety inspection. The children's files were reviewed. There is a fully charged 3A40BC fire extinguisher, a working smoke alarm and a working carbon monoxide detector in the home. all were inspected/tested and found to be in working condition. There is a working telephone in the home, no change in the phone number. Per licensee there are no fire arms/guns or weapons in the home. There are no swimming pools, hot tubs or other bodies of water located on the premises. All poisons, cleaning solutions and medications are inaccessible to children in care. Both licensees have current CPR & 1st AID cards which expire 6/2024 respectively. The off-limits areas are 3 of the 4 bedrooms which are the master bedroom/bath,Jr master bedroom/bath and Marcia's bedroom, garage and laundry room. These areas will be inaccessible to children in care by closed and/or locked doors and visual supervision.. Licensee was also informed of the licensing web address ( www.ccld.ca.gov ) for downloading child care forms and ( www.myccl.com ) to register to receive child care updates. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A review of staff records on 5/31/23 indicates that all facility staff or other individual who required caregiver background checks have received criminal record and child abuse index clearances or exemptions. Effective September 1, 2016, a person may not work or volunteer at a child care center or family child care home unless he or she has been vaccinated against pertussis, measles and influenza or has an exemption. Today licensee Bridget Elliott is unable to locate her immunization records. Licensee Brittany Elliott is up to date and in file. Today the mandatory mandated reporter training course has also been discussed. Licensee and assistant's certificates are up to date. Both licensees have up to date certificates. Infant Safe Sleep practices was also discussed today. Licensee keeps an infant sleep log and each infant has their own play pen for napping. Children up to 12 months have the completed LIC 9227 Individual Sleeping Plan form in file. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
