What the inspector wrote

On 10/09/2025 at 11:40PM, Licensing Program Analyst (LPA) Kareeca “Reeca” Sykes met with Licensee Crystal Gatti for an Unannounced Annull/Required Inspection . Present during the inspection was the the licensee, the licensee's minor child, and four children in care (three (3) preschool and one (1) school age) . Residing in the home is the home is the licensee, the licensee's two minor children, and the licnesee's roommate / cousin. All adults living or working in the home have been confirmed as fingerprint cleared. The licensee’s home was toured for a health and safety inspection. The facility operates Monday - Friday from 5:30AM – 5:30PM. The home is a two story home that consists of four (4) bedrooms, three (3) bathrooms, kitchen, nook area, dining room, living room, family room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPA observed the following precautions accessible cabinets and drawers in the kitchen have safety latches and the fire place in the family room is blocked off and made inaccessible to children in care. Licensee stated there are no firearms in the home and three pets (one small and one big dog and a cat) in the home. LPA did not observe a body of water in or around home. ON LIMITS AREA: The living room, nook area, kitchen, dining room, bathroom 1 (located on the lower level to the right of the family room), and the backyard. OFF LIMITS AREA: The complete upstairs (Bedroom 1, 2, 3,4, Bathroom 2,3), the laundry room, and the garage. Continued on Page 2 Page 2 ISOLATION AREA: In the nook area at the table, away from other children in care. The home has a fully charged 2A10BC fire extinguisher, a working duel smoke/carbon monoxide detector in the hallway and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 05/2025. Licensee's CPR and First Aid certificate is expired . The Licensee was reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which LPA observed was currently expired . LPA reviewed three (3) children’s files at 12:45 PM and obtained a current facility roster. The licensee is incompliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Continued on Page 3 Page 3 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Crystal Gatti, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The following was discussed : · Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearance prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. · The Licensee shall be present in the home and shall ensure that children are supervised at all times. · The capacity specified on the license shall be the maximum number of children for whom care can be provided. · All children in care have the right to receive safe, healthful, and comfortable accommodations, furnishings and equipment. · When a child shows signs of illness, they will be separated from other children until the nature if the illness is determined. · Licensing fee's must be paid to obtain a Family Childcare License and the Licensee agreed to pay all licensing renewal fee's. · Licensee must renew CPR and Mandated Reporter every two years prior to the expiration date. The deficiencies listed on the following pages were observed by the LPA and are being cited in accordance with California Code of Regulations Title 22 and/or the Health and Safety Code. Please see attached LIC 809D. Deficiencies that are being cited need to be cleared to protect the children’s health & safety. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted with Licensee. The Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.

    Based on record review, the licensee did not comply with the section cited above in when the licensee had an expired CPR & First Aid Certification as of 06/2024 which poses/posed a potential health, safety or personal rights risk to persons in care.

    As soon as possible but no later then the same business day, the licensee shall notify a child's parent or authorized representative regardless of the injuries or acts that affect that child as specified in Health and Safety Code Section 1597.467(a). This requirement has not been met as evidenced by: Based on evidence recieved, that the licensee failed to report an injury to a parent. It was later determined C1 may have injured their leg playing on the bricks in the backyard. Which poses a potential risk to the Health, Safety or Personal Rights to children in care.
