What the inspector wrote

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12 & Chapter 1), are being cited on the attached LIC 9099D .

    (a) In addition to Section 101216, the following shall apply:(b) Prior to employment, a teacher shall meet the requirements of (b)(1) or (b)(2) below:(1) A teacher shall have completed, with passing grades, at least six postsecondary semester or equivalent quarter units of the education requirement specified in (c)(1) below, or shall have obtained a Child Development Assistance Permit issued by the California Commission on Teacher Credentialing. Based upon interview and record review the facility was observed to have atleast 1 unqualified persons caring or supervising children which poses a potential health risks to children in care.
