What the inspector wrote

LPA determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED . California Code of Regulations, Title 22 is being cited on the attached LIC 9099D. Failure to submit Proof of Corrections (POC) by Plan of Correction date may result in civil penalties. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Shubra Gupta.

    (a) Licensees serving preschool-age children may create a special program component for children who are between 18 months and 36 months...(1)...no child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative. This requirement was not met as evidenced by: through interview and record review it found that the facility was/is comingling the toddlers enrolled in the toddler option with the preschool children, which poses a potential risk to the health & safety of the children in care.
