What the inspector wrote

On 09/30/2025 at 1:00PM, Licensing Program Analyst (LPA) Dana Santiago conducted an ANNOUNCED PRE-LICENSING INSPECTION and met with applicant, Zully Axume. LPA disclosed the purpose of the inspection and was granted entry into the facility by the applicant. Residing in the home is the applicant, applicant's two minor daughters, minor son, and the applicant's spouse who is fingerprint cleared. Present during the inspection was the applicant, her spouse, and youngest daughter. There were no day care children present during this inspection. The facility was toured to conduct a health and safety inspection. The facility plans to operate Monday \342\200\223 Friday 7:30AM- 5:00PM. This one story home consists of four (4) bedrooms, three (3) bathrooms, kitchen, living room, dining area, sunroom, playroom, and backyard. The complete facility was observed to be neat and clean with heating and ventilation for safety and comfort of the children. On-limit-areas: Living room, Dining area, Bedroom 2 (daughters' bedroom), Bathroom 1 (end of the hallway), laundry room, playroom (connected to laundryroom left side), bathroom 2 (connected to laundryroom), sunroom, and backyard. Off-limit-areas : Bedroom 1, Bedroom 3, master bedroom + master bathroom, bedroom 4 (connected to laundryroom, right door) The off-limits are made inaccessible by closed/locked doors, child safety latches and locks, and 100% visual supervision. The outdoor play area is the fully fenced backyard area which LPA observed that is free from defects or dangerous conditions. Continued Page 2 ------------------------------ Page 2 The Isolation area will be either the sunroom or bedroom 2. There are ample age-appropriate toys that are observed to be safe, clean and in good repair. There are no bodies of water or pools accessible to children in care during today\342\200\231s inspection. LPA did not observe any hazardous materials or toxins accessible to children during today\342\200\231s inspection. Per applicant, there are no firearms in the home or pets. There is a wood burning fireplace that has been blocked off by a metal gate. Fire safety clearance was granted on 9/22/2025. The home has a fully charged 2A10BC fire extinguisher and there are dual working smoke and carbon monoxide detectors in the living room and hallway which LPA encouraged applicant to conduct monthly tests. The home does have a working telephone. The applicant is in compliance with the immunization laws which pertains to all childcare providers. A copy of the mortgage statement was reviewed and shows control of property. The applicant completed and received a certificate in mandated reporter training as well as CPR and First Aid certificate is current and up to date. Applicant was reminded that CPR/First Aid and mandated reporter are to be renewed every two years. The roster of the children must be properly maintained, and fire/disaster drill every six months must be documented. Baby bouncers & drop-down cribs are not allowed at the day-care facility. The applicant is reminded any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on Page 3 ------------------------------ Page 3-------------------------- Applicants was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The licensee was provided information regarding effects of Lead Exposure and testing requirements (Assembly Bill 2370). Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Continued on Page 4---------------------- Page 4 ----------------------------------- On this date (09/30/25) the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. LPA informed the applicant that all forms can be downloaded at www.ccld.ca.gov and encouraged the applicant to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. PENDING Items: -Laundry room shall be an off limit area and only to be used as a walk through to the playroom until water heater is blocked off, applicant will provide proof of work done to make inaccessible to children in care. 100% supervision is required in the laundry room. As of 09/30/2025 LPA Dana Santiago, recommends this home for licensure. Exit interview conducted and report was reviewed with the applicant Zully Axume. Report provided.
