What the inspector wrote

On 06/10/22 Licensing Program Analyst (LPA) Araceli Gibson, conducted an unannounced annual inspection. LPA met with Director Kristina Diaz. LPA Gibson toured the facility, both indoors and outdoors to inspect areas accessible to children in care. ChildTime Preschool runs a year round Program. Hours of operation are Monday through Friday 7:00 AM to 6:00 PM. There is no swimming pool or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space and playground equipment is maintained in a safe condition however there is no cushioning material under play structure accessible to preschool children see (809D Type B issued). All toilets and handwashing facilities were safe. LPA Gibson discussed with the director it is a best practice to train teachers on maintaining restrooms in sanitary operating condition. Floors in the facility are clean. LPA advised on safety regarding stacked boxes in the kitchen that should be stored appropriately to allow a cleared walkway for staff. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. LPA discussed with the Director the importance of protecting food against contamination and marking food with expiration date see (809D Type B issued) in addition any contaminated food is to discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA discussed with the director importance of providing fresh drinking water and made available both indoors and outdoors see (809D Type B issued). The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Capacity and limitations as specified on the license are being maintained. Continue 809C At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher designated to act in the director’s absence has been reported to the Department. Authorized Representative are signing children in/out of the facility and is being maintained per waiver. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. Menus are posted at least one week in advance where an authorized representative can view them. Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiencies are being cited: (see next page, 809 D) Licensee was provided a copy of their appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

  • FOOD SERVICE

    Based on observation, the licensee did not comply with the section cited above. During today's inspection LPA Gibson observed food (chicken nuggets) in a large zip lock bag wide open with no marked date to indicate the content, date of storage or date of expiration which poses a potential health, safety or personal rights risk to persons in care.

  • OUTDOOR ACTIVITY SPACE

    Based on observation the licensee did not comply with the section cited above in LPA observed preschool play structure with no cushion material to absorb falls which poses a potential health, safety or personal rights risk to persons in care.

  • DRINKING WATER

    Based on observation the licensee did not comply with the section cited above in during today's inspection LPA observed in 3 classrooms no fresh drinking water was readily available tot he daycare children. On this day the preschool children outdoors had no water provided temperature outdoors was 88 degrees with a high of 101 degrees which poses a potential health, safety or personal rights risk to persons in care.
