Inspector’s narrative

What the inspector wrote

On 3/7/25, Licensing Program Analysts (LPAs) Joseph Pacheco and Miguel Herrera conducted an unannounced Case Management inspection and met with Director, Kristina Diaz. LPA toured the inside and outside of the facility. The licensee is Childtime Childcare Inc. and they are requesting a capacity increase from 75 preschool children to 99 preschool children. Facility also has an infant license (100407139). Facility currently operates its preschool component in classrooms C, D and E and is requesting to add classroom F. This program currently operates Monday – Friday, 7:00 am – 6:00 pm. Director stated that facility provides AM snack, PM snack and lunch. Food is prepared on-site. A kitchen area was observed that included a freezer, refrigerator, stove, oven, and dishwasher. Ill children will be isolated in the Director’s office and utilize the staff bathroom. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detector in the kitchen. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements for all preschool classrooms were taken and reviewed with Director. The total inside area of all preschool classrooms measured to an approximate 3,232 square feet which will accommodate a maximum capacity of 92 preschool children based on Title 22 regulations of 35 square feet per child. There is a total of 8 sinks/hand washing fixtures and 6 toilets which will accommodate a maximum capacity of 90 preschool children based on Title 22 regulations of 1 sink and 1 toilet for every 15 children or fraction thereof . Facility gets drinking water from a filtered water faucet in the kitchen. That water is used to fill pitchers in each classroom. Children bring water bottles from home to consume the water but the facility has cups on hand in case a child forgets their water bottle. Staff will bring the pitchers outside and children will bring their water bottles outside during outdoor activities. The preschool outdoor activity area measured to an approximate 9,266 square feet which will accommodate 90 preschool children. High climbing play equipment was observed. CONTINUED ON LIC809-C There was no sticker to identify the age range the structure was intended for. Director was advised to obtain information from the manufacturer to ensure the equipment is age appropriate. Shade is provided by two shade structures. Mature trees provide additional shade. During inspection of the preschool outdoor area, LPA’s observed holes which contained standing water from a recent rain. The holes were created from children digging up dirt during outdoor play. LPAs reminded Licensee to make sure they maintain visual supervision of children at all times. A fire clearance for 99 preschool children in classrooms C - F was granted by the City of Clovis Fire Department on 2/6/25. The following items must be completed prior to an updated license being issued: Outdoor Activity Space 1. Remove the pooling water from the outdoor area. A return inspection will be needed to verify the correction has been completed. Pending a final file review and completion of the above item a recommendation will be made to license the above facility for a capacity of 90 preschool children in classrooms C - F. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Director, Kristina Diaz. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
