What the inspector wrote

On 09/05/2025, Licensing Program Analyst (LPA) Pa Kou Vue and Licensing Program Manager (LPM) Joe Pacheco conducted an unannounced Case Management – Plan of Correction (POC) Inspection. LPA and LPM met with Director Roxan Tutelian and explained the purpose of today’s visit. Also present was A1. Director accompanied LPA and LPM on a tour of facility and took a census. Director, LPA and LPM confirmed the following classroom counts: Room 1: 10 Preschoolers, 1 Teacher, 2 Aides, Room 2: 16 Preschoolers, 1 Teacher, 1 Aide, Room 3: 19 Preschoolers, 1 Teacher, 1 Aide, Room 4: 27 Preschoolers, 1 Teacher, 1 Aide, Room 5: 11 Preschoolers, 1 Teacher, 1 Aide, and Room 6: 16 Preschoolers, 1 Teacher, 1 Assistant. During today’s visit, LPA and LPM conducted staff interviews, and reviewed records. Based on review of the documentations provided, it indicated that the staffs present today, S1, S4, S6, S8, S9, S10 and S11 meet the regulatory requirements for a fully qualified teacher and S3, S5, S7, and S13 meet the regulatory requirements for a qualified aide. S2 have taken or are enrolled in CHDEV or ECE courses; however, the course(s) did not meet the educational requirements per the department's regulation; therefore, S2, did not meet regulatory requirements for a qualified teacher or aide. Based on records review, 1 out of 6 classrooms is operating out of ratio. LPA and LPM informed Director Roxan Tutelian and A1 of the above non-compliance. Director and A1 immediately adjusted classrooms to enure compliance. In addition, LPA provided hard copies of LIC811 to Director. Director and A1 stated they understood and will ensure compliance moving forward. Exit interview conducted and report was reviewed with Director Roxan Tutelian . Appeal rights were provided. Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
