What the inspector wrote

On 10/01/2025, Regional Manager (RM) Susie Fanning, Licensing Program Manager (LPM) Jose Penate and Licensing Program Analyst (LPA) Pa Kou Vue met with Licensee Roxan Tutelian and Assistant Amanda Ishimoto for an informal meeting at the Fresno Regional Childcare Office. The purpose of today’s meeting was to discuss recent violations of Title 22 regulations and staff qualifications. The following violations were discussed: . · 05/23/2025 Complaint Inspection-Type A Deficiency – CCR 101216.1(b) Teacher Qualifications and Duties Based on records review staff present on 4/11/25 only 7 staff are fully qualified teachers and 5 are qualified aides. The remaining 7 staff are aides with less than 6 units in CDV or ECE. · 05/23/2025 Complaint Inspection-Type A Deficiency – CCR 101216.3(b)(1) Teacher – Child Ratio Based on observations and records review, 4 out of 6 classrooms are operating out of ratio on 04/11/2025 due to unqualified staff. · 07/09/2024 Annual/Random Inspection-Type A Deficiency – CCR 101216.3(b) Teacher-Child Ratio Based on observation, the licensee did not comply with the section cited above. All five classrooms were out of ratio: Classroom 2: 1 Teacher & 2 Aides with 25 children, classroom 3: 3 Aides with 29 children; classroom 4: 3 Aides with 25 children; classroom 5: 1 Teacher & 1 Aide with 20 children and classroom 6: 2 Aides with 20 children. This poses an immediate health, safety or personal rights risk to children in care Continued on 809-C The above deficiencies were reviewed and discussed during today’s informal meeting. Licensee Roxan Tutelian and Assistant Amanda Ishimoto have advised LPA Vue that prior to hiring staff, qualifications would be reviewed thoroughly to ensure newly hired staff have met all requirements for positions being held at the facility. Technical Support Program (TSP) was discussed and LPA provided Licensee TSP hand-outs. Licensee agrees to be referred to TSP. It was discussed that continue violations of regulatory requirements may result in Non-Compliance meeting or a referral to the department’s Legal Division for possible administrative action. Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, no deficiencies are cited. A signed copy of this report and appeal rights were provided to Licensee Roxan Tutelian.
