What the inspector wrote

On 8/27/24, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced case management inspection and met with Principal, Nyree Shishmanian. LPA toured the inside and outside of the facility. The licensee is Charlie Keyan Armenian Community School and they are requesting a capacity decrease from 115 preschool children to 60 preschool children. Facility had been operating under a temporary COVID waiver that has expired. Facility had utilized Classrooms 1-4, 7 and 8 but will no longer be utilizing these classrooms. Facility will continue to operate in Classrooms 9, 10, 11. This facility also operates a private elementary school from Kindergarten through 6 th grade. This program currently operates year round, Monday – Friday 7:45 am – 5:30 pm. Parents provide their children with lunch or they can choose to enroll their children in the lunch program for an extra fee. Facility provides AM and PM snack. Ill children will utilize the staff bathroom located near the cafeteria and be isolated in each classroom near the teacher’s desk. Cleaning supplies are stored in cabinets which are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. Facility has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 2,969 square feet which will accommodate the requested capacity of 60 preschool children. There is one toilet and at least one sink in each of the three classrooms. There is also one toilet designated for preschool children’s use in both the boys and girls bathrooms that are shared with elementary school children. These bathrooms are located in Building C across from the preschool classrooms. Water provided by outside water vendor and delivered to the facility. There are water dispensers in each classroom and children bring water bottles from home. Facility has cups in case children forget to bring their water bottles. Facility has igloo jugs to fill with water to bring outside during outdoor activities. Children bring their water bottles outside during outdoor play. CONTINUED ON LIC809-C The outdoor activity area was not measured during today’s inspection as this is a capacity decrease and there has been no change to the outdoor play area. The preschool play area is gated all around. LPA observed age-appropriate toys and equipment. High climbing equipment was observed. Facility is utilizing wood chips for cushioning under high climbing equipment. LPA reminded Principal, Nyree Shishmanian to provide adequate supervision at all times. A fire clearance request for the above classrooms for 60 preschool children was approved by the Clovis Fire Department on 5/17/24. Pending a final file review a recommendation will be made to license the above facility for a capacity of 60 preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Principal, Nyree Shishmanian. A notice of site visit was given to Principal and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
