What the inspector wrote

On 8/9/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Director, Beth Nelson. LPA explained the reason for the inspection and a tour of the center was conducted both inside and outside. The licensee is requesting an increase of capacity from 75 preschool children to 124 preschool children by adding three additional classrooms. This program currently operates year round from 6:30 AM to 6:30 PM in classrooms Twaddler A, Preschool 2, Prepper and Preschool 1A. The increase of capacity will operate in classroom Preschool 1B, Make Believe Blvd and Twaddler B. Director stated that the program offers breakfast, lunch, PM snack. Food is prepared onsite. Ill children will be isolated in an area adjacent to the receptionist desk and utilize the adult bathroom in the hallway. Cleaning supplies are kept in locked janitorial closets which are inaccessible to children. The seven classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in those three classrooms appeared to be safe and in good condition. LPA observed that the center has a working carbon monoxide detector installed. LPA observed that there are plenty of tables and chairs, cribs and sleeping mats. LPA observed plenty of age appropriate items & toys. Room measurements in all seven classrooms were taken and reviewed with Director. The total inside preschool area of all seven classrooms measured to an approximate 4,347 square feet which will accommodate 124 preschool children. There is adequate storage space available for children's belongings. There are a total of 8 toilets and 11 sinks/hand washing fixtures which will only accommodate up to 120 preschool children. Director provided an updated application for 120 preschool children during today’s inspection. Facility uses water provide by an outside vendor to fill pitchers located in each classroom. Children bring their own water bottles from home, but the facility keeps cups on hand in the event a child does not have a water bottle. Construction of the facility was completed in 2022 and is not subject at this time to lead testing for drinking and cooking water. The outside square footage measured to an approximate 10,146 square feet which will accommodate 120 preschool children. LPA observed a water fountain in the outdoor play area. The outdoor play structure includes a shade component. Additional shade is provided by a covered patio. High climbing play equipment with adequate cushioning was observed . CONTINUED ON LIC809-C LPA reminded Director to make sure they maintain visual supervision of children at all times. The following items must be completed prior to issuing an updated license. Inside Daycare: 1) Anchor cabinet in Preschool 1B Classroom to prevent from tipping over. 2) Install a new table leg for the table in Preschool 1B Classroom. 3) Remove items being stored in Twaddler B Classroom bathroom. 4) Anchor cabinet storing sleeping mats in Twaddler B Classroom. A fire clearance for 124 preschool children was received and granted by the City of Clovis Fire Department on 8/3/23. An updated fire clearance for 120 preschool children will be needed. Pending a final file review and completion of the above items, a recommendation will be made to license the above facility for a capacity of 120 preschool children. CONTINUED ON LIC809-C Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview conducted and report was reviewed with Director, Beth Nelson. A copy of this report is to remain in the facility for public review. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
