What the inspector wrote

On January 8, 2026, at 2:25 p.m., Licensing Program Analysts (LPAs), Angela Nguyen and Saray Siqueiros-Frayre conducted an unannounced Annual/ Random inspection and met with Facility Representative, Cecilia Canchola and disclosed the purpose of the inspection and toured the indoors and outdoors of the facility. There were 19 napping children being supervised by 2 staff members. Also present during the inspection was cook Laura Melchor. The program operates Monday- Friday from 7:30 a.m.- 5:30 p.m. Appropriate Title 5 staffing ratios are maintained during the inspection. This program operates following the yearly schedule of Calipatria School District. The furniture, books, games, and toys are safe, age-appropriate and in good repair. There is a variety of activities available throughout the day. All required forms were posted. All toilets and hand washing facilities were observed to be in safe and sanitary operating condition. The floors in the facility were observed to be clean and safe. Solid waste storage containers were observed to have tight-fitting covers and in good repair. There is a kitchen which is clean and sanitary. Staff assisting with food are using proper personal hygiene and food service practices. Food has been stored separately from any chemicals or cleaning products. Drinking water is readily available. The facility provides breakfast, lunch and snack. Drinking water is available both indoors and outdoors. Disposable cups are available for the children. LPAs observed areas around high climbing equipment did have sufficient cushioning material (sand) surrounding the play structure and slide. Shade was observed in the outdoor activity space by the use of a canopy. The facility has a functioning carbon monoxide detector and a first aid kit that meet statutory requirements. The last fire drill was conducted and documented on 12/19/2025. Earthquake drill was conducted on 11/21/2025. Facility Representative stated that there are no swimming pools or other bodies of water, firearms or ammunition allowed or stored on the premises. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than eight (8) children in care. The name of the facility representative and the fully qualified teacher designated to act in the facility representative\342\200\231s absence has been reported to the Department. LPAs reviewed facility sign in /sign out sheets. Facility utilizes a physical sign in/out sheet. Facility Representative was reminded that the person who signs the child in and out of the facility shall use their full legal signature and record the time of day. LPAs reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPAs reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed.
