What the inspector wrote

On 04/13/22 at 10:00 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with Senior Director, Michael Castillo and Administrative Assistant, Ernestina V. Hernandez and proceeded to tour the facility. The facility is requested a capacity of 60 children; including 48 preschool children; serving ages 3 years old through 5 years old and 12 toddler children; ages 18 through 36 months. The preschool is located at Central Union High School in building CLC. Facility entrance is located on 10th street. The preschool program will operate in classrooms #1 and #2 and the toddler program will operate in classroom #3. Facility plans to operate under a traditional school year calendar with the Imperial County Office of Education; Monday through Friday (two sessions) from 8:00 a.m. to 11:00 a.m. and 12:30 p.m. to 3:30 p.m. The toddler option program will operate Monday through Friday from 8:00 a.m. to 2:30 p.m.\302\240 This facility is a Title-5 program. Classrooms #1, #2, and #3 were inspected and measured during this inspection and measured a total of 2,666.94 square feet which is sufficient to accommodate 76 children at one time. Classrooms #1 and #2 (preschool classrooms) measured a total of 1,816.12\302\240 square feet which is sufficient to accommodate 51 children. Classroom #3 (toddler option classroom) measured a total of 850.82 squ are feet which is sufficient to accommodate 24 children. The classrooms are equipped with age appropriate furniture, play equipment, tables, chairs, cubbies, bookshelves, napping equipment (cots) for the toddler option, and other materials for the children\342\200\231s use. The classrooms were observed to be orderly, free of hazards and to have adequate heating, lighting and ventilation. The preschool program will utilize two restrooms located between classrooms #1 & #2 with each restroom containing two toilets and two sinks; totaling four toilets and two sinks. There are two sinks in classroom #1, two sinks in classroom #2 and one sink in classroom #3 available for the children's use. The toddler program will utilize one restroom located classroom #3 containing two toilets and one sink for the children's use and a changing table within arm's reach of the sink. The number of toilets and sinks is sufficient to accommodate the requested capacity of 60 children. The restroom's and hand washing areas were observed to be in safe, sanitary and operating condition.\302\240Uncontaminated drinking water is readily available during indoor and outdoor activities through the use of refillable water containers and cups provided by the facility.\302\240 See LIC809-Continuation page.. The facility will provide breakfast, lunch and snacks for the children. The kitchen area is located in classroom #3, securely separated from the classroom. The office, staff lounge/parent sign in/out area is located in classroom #1. The kitchen contains a\302\240 fridge, one sink and cabinets. The isolation area is located in the office and isolation restroom for the preschool is located in the staff restroom in classroom #1 and the toddler isolation restroom is located in the staff restroom located in classroom #3, if a child becomes ill.\302\240 There is a functioning carbon monoxide detector and a first aid kit with required supplies. Disinfectants, cleaning solutions, and other hazardous substances shall be kept inaccessible. The center will be utilizing digital sign in and sign out. Required documents are posted. The outdoor play area for the preschool was inspected and measured a total of 5,642.35 square feet which is sufficient to accommodate 75 children.\302\240 The outdoor play area for the preschool program was inspected and measured a total of 4,466.19 square feet which is sufficient to accommodate 59 children. The outdoor play area for the toddler program was inspected and measured a total of 1,176.16 square feet which is sufficient to accommodate 15 children. The preschool and toddler outdoor play areas are not securely separated. Applicant stated, the fencing to separate the two play areas is scheduled to be installed within a couple of days. The preschool and toddler outdoor play areas are surrounded by fencing and includes outdoor play equipment suitable for the age groups of children to serve. There is a play structure located in the outdoor preschool play area suitable for ages 2 through 5 years old. The outdoor play areas surfaces are observed to be free of hazards. There are shaded rest areas available in the preschool and toddler outdoor play areas by the use of building overhangs and trees. There is a shade kite over the preschool play structure. There is no evidence of rodent or insect activity.\302\240 Proper supervision and placement of staff during outdoor activities was advised to ensure the supervision and the safety of children. Incidental Medical Services (IMS) policy was discussed. IMS plan submitted and will be reviewed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A fire clearance for 60 children was granted on October 20, 2021. The following is pending with a due date of April 29, 2022 : Separation of the preschool and toddler outdoor play areas Separation of the south side of the back of the preschool building and the preschool play area. The following reports were discussed and provided during the inspection: LIC809 reports and Appeal Rights (LIC9058).\302\240 Once pending verifications are submitted and after final file review a license will be issued for 60 children; including 48 preschool children (ages 3 through 5) and 12 toddlers (ages 18 through 36 months). After final file review the license will be mailed to the facility and upon receipt shall be posed in a prominent location in the facility.
