What the inspector wrote

On 2/4/2025 at 1:35pm, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Site Director Paola Troncoso. Facility is currently licensed to care for a total of 60 children including 36 preschool children ages 3 to 5 years old in classrooms #1 and #2 and 12 toddlers (ages 18 to 36 months) in room #3. Licensee is requesting to be licensed for 36 children including 12 toddlers (ages 18 to 36 months) in room #1 and 24 preschool children (ages 2 to 5 years old) in room #2. Hours of operation is Monday to Friday from 7:30am to 5pm. The following ratio were observed: there were 10 toddlers with 5 staff members in room #1 and 13 preschooler who are waking up from nap with 5 staff members in room #2. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Paola that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility both indoor and outdoor space. Total indoor activity space was previously measured to be 927.72 square feet in room #1 (new toddler room) and room #2 was previously measured to be 888.44 square feet, which both rooms have sufficient space for the requested capacity of 12 toddlers and 24 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water dispenser and small paper cups are provided to the children. LPA observed all hazardous items to be inaccessible to children. Site Director stated that the campus has a swimming pool but it is very far and towards the gym on Central Union High School and no weapons is on the property. Fire clearance was granted on 09/18/2024. LPA observed a total of 1 sink in the toddler room #1 located within arm\342\200\231s reach of a changing table and there are 3 sinks and 4 toilets available for the preschool children\342\200\231s use. Site Director was advised that there shall be one potty chair available for every five potty training toddlers. These are sufficient to accommodate the requested capacity of 12 toddlers and 24 preschool children. The facility currently has a fully fenced playground area. Wrought iron fencing is at least four feet high. The total square footage for all the outdoor activity space was previously measured to be 1176.16 square feet for the toddler playground and 4466.20 square feet for the preschool playground. Both playgrounds have sufficient space to accommodate the requested capacity. Shade is provided via large shade structures and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning. Drinking water is available via a water pitcher with small paper cups when children are outside. LPA observed all hazardous items on the playground to be inaccessible to children. Site Director Paola Troncoso was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP) and the facility shall retest for lead every five years from the date of the initial lead testing date. Facility has been operating out of the limitation of capacity prior to the department\342\200\231s approval of the changes per annual random report dated 11/13/2024 and today\342\200\231s observation. A technical advisory (TV) under 101161(a) Limitations on Capacity is being issued today. Director provided an updated LIC 500 personnel report and an updated LIC610 emergency disaster plan to LPA during today\342\200\231s inspection. A license for 36 children including 12 toddlers and 24 preschool children will be granted effective today. Notice of site visit shall be posted for 30 days.
