What the inspector wrote

On 8/24/23 at 9:30am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with Applicant, Leslie Valenzuela and was led on a tour the facility. Applicant is requesting a capacity of eight (8) infant children (age 12-24 months) and 12 toddler children (age 18\342\200\22336 months). Applicant\342\200\231s planned hours of operation are Monday - Friday 7:30am - 5:30pm. The infant rooms measured a total of 684.27 square feet which is sufficient to accommodate 19 infant children; however, applicant is only requesting a capacity of eight (8). The infant nap room was not included in the square footage. The toddler rooms measured a total of 474.60 square feet which is sufficient to accommodate 13 toddler children; however, applicant is only requesting a capacity of 12. There is one (1) sink and one (1) toilet for infants, applicant will submit proof of a changing table within arm\342\200\231s reach of a sink. There are two (2) sinks and two (2) toilets for toddler children and a changing table within arm\342\200\231s reach of a sink. Applicant stated she understood that the sink next to the changing table shall not to be used for food preparation. There are sufficient sinks and toilets to accommodate the requested capacity. Classrooms are equipped with age-appropriate furniture including mats and cribs for napping, tables, chairs, cubbies, bookshelves and other materials for children. Drinking water is available inside and outside via sippy cups and refillable water bottles. The facility will provide filtered and bottled drinking water. There is a separate restroom for staff located in Building A. The staff restroom and director\342\200\231s office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children. The kitchen currently includes a sink, refrigerator with a freezer, a stove with an oven, microwave and storage space. Parents will provide food and snacks from home. The facility plans to utilize the Brightwheel App for sign in/out. There is an operational carbon monoxide detector. There is a first aid kit with required supplies available. Continued See LIC809C\342\200\246 The outdoor space for infants was inspected and measured a total of 600 square feet which is sufficient to accommodate eight (8) children. Shade is provided by a shade structure. The outdoor space for toddlers was inspected and measured a total of 1549.80 square feet which is sufficient to accommodate 20 children; however, applicant is only requesting a capacity of 12. Shade is provided by the use of a tree. LPA observed toys and equipment available for outdoor play. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at the Facility, for child\342\200\231s records, personnel records, administrative records and documents to be posted. LPA provide a sample safe sleep log and a Never Shake a Baby brochure. For child care center licenses issued after July 1, 2022, the facility shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP); LPA provided applicant with a copy of the PIN. LPA referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See LIC809C continuation... A fire clearance for 10 infant children (age 12-24 months) and 20 toddler children (age 18-36 months) was granted 8/8/23. A license for eight (8) infant children (age 12-24 months) and 12 toddler children (age 18-36 months) may be granted after proof of the above requirements is submitted to the SDRO and a final file review.
