What the inspector wrote

On 04/23/2026 at 10:35 am, Licensing Program Analyst (LPA), Michelle Hood conducted an unannounced Annual/Random Inspection and met with Licensee Alba Ladron De Guevara. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were no children present in the facility during this inspection. The licensee accompanied LPA inside and out of the facility during this inspection. The off-limits areas are inaccessible using door locks, and doorknob covers. Per the licensee the operating hours are Monday through Sunday from 5:00 am to 11:59 pm. The fire extinguisher met the requirement. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. The licensee uses the near by park for outdoor activities. The licensee understands there must be direct supervision while at the park. The jacuzzi is made inaccessible to children by a covering that is locked in the backyard which is off-limits. The upstairs is not used and is barricaded at the bottom of the stairway. Licensee understands the barricade must be in place when children under five years are present during day care hours. The licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149). The licensee will provide LPA with a copy of the lease agreement no later than May 1, 2026. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee’s First Aid and CPR certifications expire on 03/2027. The licensee has required immunizations. Licensee completed Mandated Reporter Training on 03/12/2026. The last fire and disaster drills were conducted and documented on 11/20/2025. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The licensee shall physically check on sleeping infants every 15 minutes and documents. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] shall be maintained for each infant up to 12 months of age and shall be available to the Department for review. The licensee shall place infants up to 12 months of age on their backs for sleeping. LPA discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintaining children’s records according to regulation, and post required forms. The facility roster is maintained and reviewed. LPA reviewed children’s files. The licensee was reminded of corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA provided the California Megan's Law website: www.meganslaw.ca.gov . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. The licensee was provided with a copy of their appeal rights and their signature on this form acknowledges receipt of these rights. A notice of site visit was given to the licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. No deficiencies were cited. Interpreter #3883731 translated in Spanish.
