Inspector’s narrative

What the inspector wrote

(Continue from LIC9099) Also, D1 stated that on 07/17/2023, the children had “Water Play” inside the center and appeared to be only wearing diapers because staff were in the process of changing the children into a new set of dry clothes. Statements from S1-S5 stated that there is no outdoor play if the outside temperature is hot, and “Water Play” is done inside the center. Furthermore, S1- S5 stated once done with “Water Play,” staff would change children into new diapers and clothes, corroborating with D1’s statements. In addition, S1-S4 stated staff would provide water breaks, encouraging children to drink water. According to LPA’s observations on 07/19/2023, the facility had each room with a working AC unit/Swamp Cooler. The inside temperature indicated that it was 75F at roughly 10:40AM and below 80F at roughly 2:00PM. LPA observed Infants only wearing diapers due to staff changing their clothes and diapers after “Water Play.” In addition, parent statements did not present any concerns with the facility. But P1 did state the facility’s AC units can be better and there was a pervious time during the summer when she noticed her child was sweating inside the center. Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegations occurred and therefore are determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the facility’s Site Supervisor, Alejandra DeLacruz. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
