What the inspector wrote

In regards to allegation # 1 Facility staff is not ensuring food is served in a safe and healthful manner and allegation # 2 facility is operating out of ratio during nap, LPA conducted interviews with staff children and parents. LPA conducted interviews with 5 staff in regards to allegation # 1 facility staff is not ensuring food is served in a safe and healthful manner- All staff disclosed that all meals are done outside and meals including milk is taken outdoors 15 minutes before lunch and food is covered by seran wrap. Milk is served on a pitcher but it is not kept cool while outdoors. Staff corroborated that there is a fly problem- per staff # 2 they’ve taught the children the “sho-fly song” and remind the children to eat and sho- flies away. 4 out 5 staff interviews disclosed that they have observed flies landing on children's food. In regards to allegation # 2 facility is operating out of ratio during nap- 2 out of 5 staff interviews disclosed being out of ratio during nap time. Staff disclosed having 48 children with 2 teachers with more than 14 children awake making them out of ratio. LPA conducted interviews with parents and children- 1 parent interview disclosed seeing facility out of ratio once. 2 children's interviews disclosed seeing flies during meal times and flies landing on their foods. Children corroborated shooing flies away. This agency has investigated the complaint alleging that lunch and milk is being placed outside in hot weather infested with flies and facility being out of ratio during nap time. Based on LPA’s observations and interviews which were conducted and record reviews, the preponderance of the evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12 & Chapter 3 (FCC) (1 DCC) number) are being cited on the attached LIC9099D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative Sandra Wong.
