ANNUAL/REQUIRED INSPECTION CONDUCTED On January 12, 2026, at 12:30PM, Licensing Program Analysts (LPAs) A. Carter and J. Duran conducted an Annual Required Inspection and met with Facility representative (FR), Brenda Alonso. LPAs disclosed the purpose of the inspection and were granted entry into the facility. This facility is currently licensed for a capacity of 24. The program currently operates Monday through Friday from 6:30AM to 6:00PM, servicing children 12 weeks to 24 months old. LPAs were taken on a guided tour of the facility of both indoors and outdoors. Required postings were observed. Facility Entrance Checklist provided. This is an Infant Program. Facility also has a Preschool license#191871812 on the premises. This program consists of 2 classrooms. At the initial start of the site visit, there is a total census of 22 children and 6 staff present. In the classroom with infants under 12 months there were 8 infants and 2 staff. In the 12-24 month classroom there were 14 infant/toddlers with 4 staff present at time of inspection. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPAs observed surface of classrooms to be safe and clean, and equipment available for children was well maintained. LPAs observed a variety of age-appropriate washable toys and equipment. Toys appeared to be safe, and did not have sharp points, or edges and not made of small parts that can pose a choking hazard. LPAs did not observe any baby walkers or any items that fall into that category present in the facility at time of inspection. LPAs observed carpets and soft play mats on the floor of the classrooms and cubbies available for children to store their belongings. LPAs observed (9) cribs against the wall and a rocking chair in the napping area which was separated from the indoor activity space. Per facility representative bedding is cleaned as needed at the facility. Report Continues Page 1 of 4 Page 2 of 4 There is a changing table within arm’s reach of the sink and (9) low feeding chairs available for children’s use observed against the wall next to the refrigerator. Water is readily available via water container and disposable cups. Formula and solid foods are provided by the facility. LPA observed bottles to be labeled with infant’s names and stored properly in the infant room refrigerator. Per Director, toddlers are not “potty trained” in the infant program. Food preparation area was toured and found in compliance for safety, cleanliness, and proper storage. Facility has central air & heating. First aid kits in red backpacks hanging on the wall of each classroom . LPAs confirmed Carbon monoxide and smoke detectors were present and determined to be in operable condition. Fire extinguishers were observed as being serviced on 06/04/25. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. A review of medication policy, including administering, labeling, storage, and records was made. Fire & Earthquake drill observed conducted monthly with last drill conducted on 12/24/25 per observation. Isolation area for an ill child waiting to be picked up is in the Director's office. Outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. The infant outdoor play area was observed to be physically separate from the preschool area. Outdoor equipment is in safe condition, free of sharp, loose or pointed parts at time of inspection. The is a play structure and riding cars. LPA observed woodchip material to absorb falls. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA advised that the children need to be within direct care and supervision, including visual supervision of the teacher(s) at all times. No bodies of water or hazards observed by LPAs. Teacher-child ratios were observed and staff names recorded. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPA. Staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC857 for children and the LIC859 for staff. Criminal Record Clearances were reviewed for adults. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. There is at least one staff member trained in CPR and Pediatric First Aid present during this inspection. CPR card expires in July 2026 for Staff 1. Page 3 of 4 The following were discussed: The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked and batteries replaced as needed. LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
