What the inspector wrote

On 04/01/2026 Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced 3 – Year Required Inspection at the above-mentioned facility. LPA was greeted by Licensee Tracey Spears. LPA’ disclosed the purpose of the inspection and was granted entry into the facility. LPA was guided on a tour of the home both inside and outside. Present during the inspection was the licensee Tracey Spears and two employees. There were 7 children in care at the time of the inspection. The home is a single family home. Childcare is conducted in the den area in the rear of the home. The home has one bathroom. There are two bedrooms in the home which are designated off-limits. LPA checked to make sure during today’s inspection all adults were fingerprint cleared and associated to the facility. The purpose of this inspection is to ensure that health and safety standards are being met as required by Title 22 Regulations governing California Child Care Homes will be met by licensee. The facility is licensed for Family Child Care with a max of 14 . The facility hours of operation are Monday- Friday 7:00a.m. to 6:00p.m. LPA observed all postings on the board License, Notification of Parent’s Rights, Earthquake Preparedness, Emergency Disaster Plan. Verification of fire drills and facility roster was reviewed. There is no bodies or water, no guns or weapons as stated by the licensee. LPA Whitmore asked the licensee if the next-door neighbors had a pool. The response was No. LPA Whitmore shared with the licensee the new pool regulations The Fire Extinguisher was 2 A 10 B: C. The smoke detector and carbon monoxide were tested at the time of the inspection and operable. Care and supervision were observed, LPA observed 7 children napping children being supervised by the licensee. Children were sleeping on mats. LPA observed one crib and changing table.Toys, equipment and materials were available and in good repair. LPA reviewed the sleeping log, daily log, and infant Sleeping Plan. The home was clean and organized. No detergents or sharp items were observed. Toxins or other chemicals were locked in the restroom cabinet and inaccessible to children in care. The home’s kitchen was inaccessible to children in care. The home has a working telephone. A first aid kit was observed containing the required supplies: tweezers, bandages, a thermometer was observed. Outdoor activities were conducted in the back yard of the home. LPA observed age appropriate materials for the children in care. The play yard was fully gated. Parents enter through the play area when picking and dropping children off, the gate has a latching mechanism for security purposes. LPA observed a shade area for the children in care. Children’s records were readily available and in good order, containing the required documentation. LPA Whitmore reviewed 10 children files and three staff files which includes the licensee. Everyone has current CPR/ First Aid and Mandated Training Certificates. LPA Whitmore spoke to the licensee about the Preventative Health and Safety that includes Lead and Nutrition. LPA Whitmore shared with the licensee the Entrance Checklist. The following forms were missing from staff files the file Statement Acknowledging Requirement to report Child Abuse, Criminal Record, and Employee Rights. LPA printed out forms and gave licensee copies of the forms that were needed for the file. One interview was conducted with the licensee. License was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee ] and discussed the Child Care Licensing Safe Sleep webpage at https:// www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and ­ resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https:// www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
