What the inspector wrote

A substantiated finding means that allegation is valid because the preponderance of the evidence standard has been met. This facility was cited a Type B in accordance to Title 22 of the California Code of Regulations and Health & Safety codes. A copy of this report, Notice of site visit and appeal rights were provided to facility Assistant Supervisor. This report shall be made available to the public for 3 years and notice of site visit shall be posted for 30 days.

    (b) Confinement to cribs, high chairs, playpens or other similar furniture or equipment shall not be permitted as a form of discipline or punishment. This requirement was not meet by evidence by... LPA's observation and interview disclosures. LPA observed two infants confined in a crib. Infants were under one year of age, awake and reaching out with arms. According to interviews it was disclosed infants are handled in a rough manner(hands and jaw are squeezed) and are forced to sit, lay down when not listening or following directions. This posses a potential risk to the health and safety of children in care.
