What the inspector wrote
On 07/21/2025 Licensing Program Analyst (LPA) Judy Laureano conducted a announced inspection with applicant Nidia Solano. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance to California Tittle 22 Regulations and California Health and Safety Codes.
The applicant is applying for a Large Family Child Care Home license for a max capacity of 14. Application is an
increase of capacity
application. Applicant has been licensed as a Small FCCH as of 05/08/2024. Control of property was submitted to the El Segundo Child Care Regional Office for review.
Per the application, at this time, the ages the applicant wishes to provide services for, are children birth to 12 years old- Monday through Friday from 6:00 a.m. to 11:00 p.m. Applicant was informed that any changes to ages, hours and days of operation shall be submitted to the department via LIC 279 approval prior to initiation of changes.
LPA toured the home inside and outside. The home is single family unit with 3 bedrooms, two bathrooms, a living room, dining room, kitchen and enclosed back yard and front yard. LPA observed a detached garage.
Applicant confirmed bedroom 1, bedroom 2 and Master bedroom and master bathroom are all OFF LIMITS to the children in care. Applicant confirmed the detached garage is designated as OFF LIMITS to the children in care.
Living in the home is applicant with three additional adult and two minor children. Present during today\342\200\231s inspection was assistant K. Maglashin and 6 children.

Parents will access the home through the main entrance. Entering the lot, you are led to the front yard. Applicant has designated the front yard as outdoor space. LPA observed a variety of age appropriate outdoor equipment for children to use.
Entering the home, you are led to the living room/dining room area. LPA observed the parent board with all the necessary postings. LPA observed children\342\200\231s cubbies and a mounted working fire extinguisher. The living room/dining room area was observed with a variety of children\342\200\231s books, play-doh and children\342\200\231s musical instruments. A barricaded fire place was observed. The living room was observed with an adult size couch and mounted television. A children\342\200\231s crib and infant toys were observed in the space. Applicant confirmed children eat and nap in the area. LPA observed a working smoke detector and carbon monoxide detector. Fire pull station was observed near the main entrance.
Next to the parent board, LPA observe the Master bedroom and bathroom. Applicant confirmed space has been designated as OFF LIMITS to the children in care.
Next to the living room/dining room area, the kitchen was observed and inspected. LPA observed all kitchen cabinets to have safety latches making the content inaccessible to the children in care. Refrigerator, stove and counter space were observed and inspected. Knives and sharp objects were observed in the top cabinet near the refrigerator. The applicant confirmed home provides meals and snacks. LPA discussed the importance of having policies in place to ensure that all who help with care and supervision are aware of any dietary restrictions and/or allergies. LPA also encouraged applicant to contact their local Resource and Referral agency, Crystal Stairs, to inquire about any food programs and/or other professional development opportunities and resources. Kitchen was observed with a safety gate, making the area inaccessible to the children in care.
Next to the living room a small hallway that leads to the rest of the home was observed. A safety gate was observed between the living room and hallway.
Down the small hallway, the bathroom that children use was inspected. Sink, toilet and bathtub were observed and inspected. All bathroom cabinets were observed with safety latches, making the content inaccessible to the children in care. LPA reminded applicant that all toiletries in bathroom will need to remain inaccessible to the children in care during the hours of operations.
Next to bathroom, bedroom 1 and bedroom 2 were observed and inspected. Bedroom 1 and bedroom 2 have been designated as OFF LIMITS to the children in care.

The outdoor yard was observed and inspected. LPA observed a covered patio area with children\342\200\231s size table and chairs. The area was also observed with children\342\200\231s tricycles and a small sand area.
Applicant confirmed the following areas as OFF LIMITS: Master Bedroom and Master Bathroom, Bedroom 1 and Bedroom 2 and detached garage. LPA reminded applicant that all areas designated as OFF LIMITS, doors will remain closed and/or locked during the hours of operations and/or while children are present.
There are no firearms or ammunition on the premises. All electrical outlets in the home were observed covered.
LPA discussed Safe Sleep Regulations and resources with applicant due to applicant being available for infant care. There is one crib or play yard for each infant in care, cribs and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. All cribs or play yards shall meet the United States Consumer Product Safety Commission safety standards. Infants are not swaddled while in care. Provider physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room. Individual Infant Sleeping Plan will need to be completed and in file for each infant up to 12 months of age. Infants up to 12 months of age are placed on their backs for sleeping.

The licensing determination of this application will be reviewed with Licensing Program Manager for final resolution.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant provided proof of control of property. Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 02/09/2024, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
