What the inspector wrote

Case management inspection conducted by Licensing Program Analyst Jennifer Hua. Upon arrival, LPA met with assistant director Angel Haili. The purpose of the visit was announced. A Covid-19 risk assessment was conducted. The purpose of this visit is to follow up on the incident that was reported on 2/23/23. It was reported that on 2/23/23, a staff reported to director that they had a concern about a co-teacher calling a child "sissy" and tells child "boys don't cry" and the co-teacher, while changing another child's diaper, co-teacher makes comments "how dirty you are and your uncircumcised penis", and says "your mom needs to clean you more". Director Melissa Garcia arrived at around 8:55am. Interview conducted with director. Per director, during interview with staff 2 (S2), S2 admitted that they did tell Child 2 (C2) "you smell OMG! I need to talk to your parents" when changing child's diaper. S2 denied calling Child 1 (C1) a sissy and talking about child's genitals. Director also stated that S2 have been spoken to before regarding inappropriate statements made to other staff about children's hygiene and how parents should raise their children. During this visit, director provided LPA a copy of Staff 1 (S1)'s written statement regarding what they observed and a copy of the employee interview notes with S2, Based on record review and information received, deficiency cited on attached 809D. An exit interview conducted with director. Notice of Site Visit form provided and shall be posted for 30 days in accessible for review.
