Based on observation and interview, the licensee did not comply with the section cited. Cameras show that assistant was alone with 13 children from 12:03pm to 12:32pm. LPA observed assistant alone with 13 children from 12:20pm to 12:32pm. At 12:26pm, assitant also stated she is alone with 13 children. This is an immediate health, safety, and personal rights risk to children in care.

LPA observe an infant #1 awake in the crib and infant #2 in a high chair, At 10:45, Licensee removed infant #1 from the crib. At 11:01am, LPA asked Licensee to remove infant #2 from the high chair. This poses an immediate personal rights risk to children in care.
